with honors in 1972, Mr. Fein served as special assistant to the Assistant
Attorney General for the Office of Legal Counsel at the U.S. Department of
Justice from 1973-1975. The lion’s share of his work consisted of providing
constitutional advice to the White House and executive branch agencies
and drafting congressional testimony. He also authored a monograph on
the definition of an impeachable offense as envisioned by the Constitution’s
makers in conjunction with the House Judiciary Committee’s impeachment
hearings against President Richard M. Nixon.
From 1975-1976, Mr. Fein served as Assistant Director in the Office
of Legal Policy at the U.S. Department of Justice where his primary duties
concerned legislative initiatives aimed at upgrading the administration of
federal justice. From 1981-1982, he served as Associate Deputy Attorney
General in the U.S. Department of Justice and supervised the Department’s
litigation and vetting of candidates for the federal judiciary. He then became
General Counsel of the Federal Communications Commission from 1983-
1984, spearheading the repeal of the Fairness Doctrine as violating the free
speech rights of broadcasters and re-architecting the telecommunications
landscape after Judge Greene’s Modified Final Judgment vivisecting AT&T.
Mr. Fein was also appointed as Research Director for the House Republicans
on the Joint Congressional Committee on Covert Arms Sales to Iran from
1986-1987.
